I recently changed the fork on my Surly 1x1 because the steerer I had on the original fork was cut too short. I picked up a Surly 1x1 fork on ebay with the steerer uncut.
Steps:
1. Remove stem from steerer tube, leaving the bars attached to the stem. You should loosen the stem bolts, and then remove the star nut entirely
2. Remove brakes from the cantilever studs.
3. Slide the fork out of the head tube, being careful not to lose parts of the headset.
4. Remove the crown race from the old fork
5. Insert crown race on to the new fork
6. Install a new "star fandangled thingy" inside the steerer. I got one of these installed by my LBS for a couple of dollars. You should not reuse the old one.
7. Grease headset bearings
8. Install the new fork, taking care to put the headset parts back together in the same way they came off
9. Install stem and put on the headset cap. Be sure to adjust the headset by tightening the stem cap until there is no play in the bearings, BEFORE you tighten the stem nuts.
10. Install brakes to canti studs
11. Test ride
